The Merrimack Valley Planning Commission, in partnership with the Merrimack Valley Stormwater Collaborative, Ipswich River Planning Authority, and Salem Sound Coastwatch, undertook an extensive review of bylaws and regulations impacting stormwater management in thirty communities across the North Shore. This review assisted communities with compliance requirements for the 2016 Massachusetts Small Municipal Separate Storm Sewer (MS4) permits.

The intent of this report is to provide customized recommendations for communities to amend their bylaws to facilitate the use of low-impact development (LID) techniques and the use of green infrastructure for stormwater management.

Amesbury, Andover, Beverly, Boxford, Danvers, Essex, Georgetown, Gloucester, Groveland, Hamilton, Haverhill, Ipswich, Lawrence, Lynnfield, Manchester, Marblehead, Merrimac, Methuen, Middleton, Newbury, Newburyport, North Andover, North Reading, Peabody, Rowley, Salem, Salisbury, Topsfield, Wenham, West Newbury
